Everton took the lead on 54 minutes when Magaye Gueye took a corner short to Leon Osman, who sidestepped Ruben Rochina and fired in a shot which flew in at the far post after a deflection off Chris Samba.
The Merseysiders doubled their lead with a Leighton Baines penalty 15 minutes from time to leave Rovers just two points above the drop zone.
