It is understood the 40-year-old will sign a two-year deal with the north London club, where he will provide competition to their Brazilian number one Heurelho Gomes, who endured a tough season in which he committed a number of errors.
Friedel's contract at Aston Villa was due to expire at the end of the month and no transfer fee will be involved in the deal.
"We wish him well in the future and look forward to seeing him again at Villa Park."
The former United States international made 261 Premier League appearances for Blackburn Rovers, scoring once at Charlton Athletic in February 2004, before joining Aston Villa in the summer of 2008. He was an ever-present in the Barclays Premier League, playing 114 times for the Midlands club.
His consistent performances saw him presented with the Barclays Merit Award in December 2008 after breaking the record for consecutive Premier League appearances following his 167th straight match and he has since extended this run to 275.
Tottenham manager Harry Redknapp told the club's official website: "Brad is a top goalkeeper of real quality who has great experience.
"It is good to have three such experienced top goalkeepers at the club in Gomes, Carlo (Cudicini) and now Brad and it means we have competition for places particularly with the number of games we will hopefully face next year both domestically and in Europe as well."
Italian goalkeeper Cudicini last month signed a contract extension through to the end of next season, while Gomes has been linked with a return to old club PSV Eindhoven.
