The 27-year-old left-back will be reunited with former Schalke coach Mirko Slomka after signing a one-year deal.
Hannover sporting director Joerg Schmadtke welcomed the arrival of Pander, who won two caps for Germany in 2007, as the club looks to build its squad ahead of their return to Europe next season.
"Christian will provide experience that will help the club next season," Schmadtke told the club's website. "He has demonstrated his class at this level many times.
"Our coach Mirko Slomka already knows him from his time at Schalke and he will be able to fit into our system perfectly."
Hannover finished fourth in the Bundesliga table last season to earn a place in the UEFA Europa League play-offs.
