24-year-old  Nasri was scheduled to hold talks with Arsenal manager Arsene Wenger on  Thursday as speculation increases that he will ask for a move away from  the Emirates this summer.
Chelsea are also  believed to be interested in the France international, while there has  been interest from abroad, with Inter Milan and Juventus believed to be  keen.
However, it is the two Manchester clubs  who appear to be leading the race to sign the former Marseille star,  with reports on Thursday morning suggesting United were preparing a  £20million bid for Nasri.
Arsenal will  reportedly hold out for £25m should the player decide against signing a  new five-year deal at the club, and based on reports over the past few  days, United are prepared to pay that amount.
But  it is City who are seen as favourites to sign the Frenchman following  reports earlier this week that they were also lining up a bid, and as of  Thursday afternoon, Nasri was still odds-on with British bookmaker Sky  Bet to be a Man City player before the end of August.
The firm make United second favourites, although his odds have been shortened over the last 24 hours.
Chelsea are next in the betting ahead of Inter, Real Madrid and Juve.
Wenger  would almost certain prefer to sell Nasri to an overseas club rather  than a Premier League rival, but although there has been interest from  Italy and Spain, no firm offers are believed to have been made.
