Villa has been linked with a move to the Premier League for several weeks, with Chelsea also interested in signing the 29-year-old.
Villa has insisted he has no plans to leave Camp Nou and reports late last month suggested Chelsea had been unsuccessful with a £27m bid.
But as speculation continues that Villa will be sold in order to provide Barca with funds to sign both Arsenal captain Cesc Fabregas and Udinese winger Alexis Sanchez, the Daily Star reports that Man City boss Roberto Mancini has been told he can sign the Spain international for £45m.
Speaking last month, Villa, who moved to the Catalans last summer in a £35m deal, had said: "All that's been said hasn't bothered me because it isn't rumours or speculation, it's a lie.
"Hopefully I can retire at Barca because that would mean everything has been great for me.
"I would like to have the chance to retire at Barca even though I'm only 29.
"It would be very nice. I want to be at Barca as long as possible."
Mancini is in need of a new striker after Carlos Tevez earlier this week confirmed he wanted to quit Eastlands this summer.
The Italian is also interested in signing Atletico Madrid forward Sergio Aguero, while Chelsea striker Didier Drogba is another name who has been mentioned.
City will demand £50m for Tevez, who is currently in Argentina at the Copa America.
