The Toffees tried to lure the former Manchester United star to Goodison Park during the January transfer window but a deal could not be agreed.
Salhi Goal reported earlier this month that Eagles was ready to rebuff another bid from David Moyes, but he appears to have had a change of heart.
The Clarets midfielder has told friends he's ready for a return to the Premier League and looks set to sign for the Toffees.
Moyes is keen to shake up his squad and, along with Eagles, has earmarked England striker Jay Bothroyd, who is available on a free transfer, as a possible addition.
