24-year-old Rossi was believed to be close to agreeing a move to Barca earlier this month only for transfer talk to cool after it emerged that the Spanish champions only have €45million to spend this summer.
With Cesc Fabregas and Alexis Sanchez believed to be ahead of the former Manchester United in their list of transfer targets, it had been suggested that a move for Rossi could be put on hold until the Catalans raise additional funds from the sale of players.
Rossi's agent, Federico Pastorello, recently claimed that a move to Barcelona could still happen despite Pep Guardiola having a limited transfer budget.
Inter and Man City are believed to have shown interest in the striker in recent days, but Pastorello insists neither he or Villarreal have seen any firm bids come their way.
"It would be a dream for Giuseppe to play for a big club like Barcelona. However, there is nothing concrete at the moment," he was quoted by Premium Calcio as saying.
"It is very important that Barcelona give some sort of a signal of their intentions.
"I think that we can go on to reach an agreement if they make a formal offer for Giuseppe."
He added: "Several teams have made their interest known. There are also a few Italian sides among the interested outfits."
