The 22-year-old will join the Barclays Premier League new boys on a three-year deal "subject to the relevant paperwork being completed" according to the club's official website.
Norwich manager Paul Lambert said: "He's a young and exciting player with plenty of pace.
"He can play in a wide position or in behind the forwards - he's a quick lad and he's got a winning mentality.
"He played his full part in what Brighton achieved last season and that desire to succeed will stand him in good stead here."
He said: "It's an unbelievable opportunity for me to fight for a place in the team which will be playing in the Premier League.
"I like the mentality at Norwich City that has seen them get back-to-back promotions and I'm grateful to Paul Lambert for giving me the chance to be part of what's happening at the club."
Bennett is poised to become Lambert's third signing in the wake of their promotion from the Championship following the captures of James Vaughan from Everton and Steve Morison from Millwall.
